Key initiatives: (1) Comprehensive coastal border security review; (2) Enhanced protocols at container terminals and bulk cargo facilities; (3) Intelligence sharing between port authorities, Coast Guard, Navy, customs, and state police; (4) Possible upgrades to port surveillance systems; (5) Alignment with international maritime security standards (IMO 2004 ISPS Code compliance).
Significance: India's ports are critical infrastructure handling petroleum products, grain exports, container cargo, and passenger transit. Threats range from smuggling networks (drugs, weapons, gold) to piracy and terrorism. This aligns with India's maritime security doctrine emphasizing 'Security and Growth for All in the Region' (SAGAR).
