The Indian National Space Promotion and Authorization Centre (IN-SPACe) has issued regulatory guidelines governing the planned re-entry of space objects by private and public entities operating within India's jurisdiction. Under the new framework, prior authorization from IN-SPACe is mandatory for any spacecraft, upper stage, or orbital debris returning to Earth's atmosphere.
As space traffic grows rapidly following the liberalization of India's space sector under the Indian Space Policy 2023, the risk of uncontrolled orbital decay and hazardous debris impact has risen significantly. The guidelines align India's national regulatory regime with the United Nations Space Debris Mitigation Guidelines and Inter-Agency Space Debris Coordination Committee (IADC) international best practices.
The standard establishes a strict safety benchmark: the ground casualty risk for any controlled or uncontrolled space re-entry must not exceed 1 in 10,000 (1x10^-4). Operators are required to submit detailed Space Debris Mitigation Plans, trajectory predictions, re-entry survivability analyses, and proof of third-party liability insurance coverage prior to mission approval.
This regulatory move is highly relevant for Science & Technology (GS Paper III) and international space law. UPSC questions may test knowledge on IN-SPACe's statutory role under the Department of Space, space debris mitigation protocols, or private sector entry rules in India's space economy.
