Reaffirmed that India's export of dual-use goods fully complies with national laws and international non-proliferation treaties.
The Ministry of External Affairs (MEA) issued a formal clarification asserting that India’s exports of dual-use technology and goods strictly adhere to national export control laws and international non-proliferation obligations, responding to reports regarding defense equipment shipments.
Dual-use items are goods, software, and technologies that can be utilized for both peaceful civilian applications and military or defense capabilities. India regulates these exports through the SCOMET (Special Chemicals, Organisms, Materials, Equipment, and Technologies) list under the Foreign Trade Policy.
India is a signatory to major multilateral export control regimes, including the Wassenaar Arrangement, Australia Group, and Missile Technology Control Regime (MTCR). The MEA emphasized that robust inter-ministerial screening processes ensure items are not diverted to unauthorized end-users or conflict zones.
Understanding dual-use technology controls is essential for UPSC Prelims and Mains GS Paper 3 (Security and Trade). Aspirants must memorize non-proliferation bodies India belongs to, SCOMET list regulatory mechanisms under DGFT, and Foreign Trade Act statutory frameworks.
