India limits Chinese direct investments under Press Note 3, approving only ₹1 crore out of 63 global proposals.
The Department for Promotion of Industry and Internal Trade under the Ministry of Commerce and Industry reported that India approved only one Foreign Direct Investment proposal worth one crore rupees from mainland China in the fiscal year 2025-26. Meanwhile, thirteen investment proposals from Hong Kong received clearance alongside sixty-three global proposals totaling 10,292.67 crore rupees or 1.18 billion dollars.
This strict regulation stems from Press Note 3 notified by the Central Government in April 2020. Implemented to prevent opportunistic takeovers of domestic firms during the COVID-19 pandemic and amidst heightened border tensions in Eastern Ladakh, Press Note 3 made prior government clearance mandatory for all investments coming from entities based in countries that share a land border with India.
Under the existing foreign direct investment framework, capital enters India through either the automatic route or the government approval route. Seven nations share land borders with India: China, Bangladesh, Pakistan, Bhutan, Nepal, Myanmar, and Afghanistan. Historically, Chinese investments constitute less than 0.5 percent of total cumulative foreign direct investment inflows into India between 2000 and 2026.
