The committee cited repeated forest fire incidents across Himachal Pradesh, Uttarakhand, and higher Himalayan states, where existing monitoring systems proved inadequate for early detection and real-time tracking.
Forest fires in the Himalayas cause massive environmental, economic, and human losses. The 2023-2025 period witnessed unprecedented wildfire incidents destroying lakhs of hectares. Current monitoring relies on INSAT satellites designed for general meteorological purposes, lacking the spatial and temporal resolution needed for early fire detection. A dedicated system would provide sub-metre resolution imagery and real-time alerts, enabling rapid firefighting response and resource mobilization.
The committee's recommendation includes technical specifications: the satellite should carry thermal imaging sensors, have frequent revisit capability (hourly or sub-hourly), and integrate with ground-based early warning systems. Estimated development cost would be ₹500-700 crore over five years. The system would complement existing NASA's MODIS and Copernicus Sentinel data through open-access arrangements. ISRO has been directed to prepare a feasibility study.
