Amended municipal debt securities regulations to streamline framework for issuing municipal bonds.
The Securities and Exchange Board of India (SEBI) has formally notified amendments to the SEBI (Issue and Listing of Municipal Debt Securities) Regulations, 2015. The regulatory updates aim to simplify compliance requirements, enhance disclosure standards, and encourage urban local bodies (ULBs) to access capital markets for financing infrastructure development.
Municipal bonds are debt instruments issued by municipal corporations or urban local bodies to raise capital from institutional and retail investors for public infrastructure projects such as water supply, sanitation, roads, and smart city developments. SEBI regulates the issuance and listing of these debt instruments to protect investor interests and maintain market integrity.
The regulatory adjustments introduce flexible continuous disclosure norms, revised credit rating requirements, and clearer guidelines regarding escrow account structures for revenue-backed municipal bonds. By deepening the domestic municipal bond market, SEBI seeks to reduce municipal reliance on direct government grants and commercial bank borrowing.
