Simplifies account opening procedures to boost foreign portfolio investment and enhance ease of doing business.
Capital markets regulator Securities and Exchange Board of India (SEBI) has released a comprehensive framework simplifying Know Your Client (KYC) norms for individual Persons Resident Outside India (PROIs). This targeted relaxation covers Non-Resident Indians (NRIs), Overseas Citizens of India (OCIs), and foreign individual investors seeking to participate in the Indian stock market and debt segments through foreign portfolio investment routes.
Previously, non-resident individuals faced stringent verification standards, mandatory physical document attestations, and frequent re-KYC requirements that caused delays in account opening and security trading. SEBI's decision follows feedback from market intermediaries and recommendations from the High-Level Committee on Ease of Doing Business, which urged streamlining cross-border capital inflows into India’s financial markets.
Under the simplified procedure, SEBI has permitted digital document verification, simplified address proof standards, and standardized risk-based categorization across registered market intermediaries. Furthermore, non-resident investors with existing verified accounts in equivalent FATF-compliant jurisdictions will experience expedited onboarding procedures. Foreign Portfolio Investors (FPIs) in non-critical risk categories will benefit from simplified continuous disclosure rules.
This regulatory shift is crucial for GS Paper III (Indian Economy, Financial Market Regulation, and Capital Flows). Expected exam questions include Prelims MCQs on SEBI powers, FPI versus FDI distinctions, and Financial Action Task Force (FATF) standards, along with Mains questions analyzing capital market deepening and external sector resilience.
