Propose mandatory star rating energy efficiency labels for electric two-wheelers under Bureau of Energy Efficiency.
The Central Government's proposal to introduce mandatory star rating energy efficiency labels for electric two-wheelers has encountered strong pushback from the Society of Indian Automobile Manufacturers. The Ministry of Power and Bureau of Energy Efficiency aim to extend standardized energy ratings to electric vehicles to inform consumers regarding battery efficiency, charging consumption, and operational range performance.
The Standards and Labelling Scheme was originally launched under the Energy Conservation Act of 2001 to empower consumers to make informed choices regarding energy-consuming appliances. While star labelling successfully transformed consumer markets for refrigerators and air conditioners, automobile manufacturers argue that the nascent electric two-wheeler market remains dependent on government subsidies, making premature mandatory compliance an added financial and technical burden.
Key details of the policy proposal require manufacturers to display star ratings based on battery energy consumption per kilometer and real-world riding range metrics. Industry stakeholders contend that testing procedures must account for varying battery chemistries, thermal management systems, and ambient driving conditions, urging the government to keep the efficiency labeling voluntary during the initial market transition phase.
This policy debate is highly important for UPSC General Studies Paper Three under Schemes and Policies, energy conservation, and sustainable transport infrastructure. Candidates must understand the statutory role of the Bureau of Energy Efficiency, provisions of the Energy Conservation Act, Faster Adoption and Manufacturing of Electric Vehicles scheme, and regulatory balancing between market incentives and consumer protection in clean mobility transitions.
