Urges Central Government to increase farmgate prices to Rs 1 lakh per kg and expand poppy cultivation licenses across three states.
Ahead of the Union Ministry of Finance's formal notification of the Opium Licensing Policy for 2026-27, traditional opium poppy farmers across Madhya Pradesh, Rajasthan, and Uttar Pradesh staged joint demonstrations demanding higher official procurement prices and a substantial expansion of farming licenses. Cultivators urged the Union government to increase the procurement price of raw opium to 1 lakh rupees per kilogram and simplify damage compensation rules for weather-affected crops.
Opium poppy (Papaver somniferum) cultivation in India is strictly controlled by the Central Government under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, and international treaties such as the UN Single Convention on Narcotic Drugs, 1961. India is one of the few nations authorized by the International Narcotics Control Board (INCB) to legally produce gum opium for medicinal and pharmaceutical preparations like morphine, codeine, and thebaine.
Regulatory oversight is handled by the Central Bureau of Narcotics (CBN), headed by the Narcotics Commissioner of India, based in Gwalior. The government assigns annual land quotas and minimum morphine yield targets (Morphine Content Standard) that farmers must meet to retain their annual licenses. Recently, India introduced Private Sector processing and Concentrated Poppy Straw (CPS) technology to modernize extraction efficiency and prevent illegal siphoning.
