In Brief
Opposed the European Union's Carbon Border Tax, calling for increased climate finance from developed countries.
Environment Ministers from the BRICS member nations officially issued a joint statement opposing the European Union's Carbon Border Adjustment Mechanism (CBAM). The bloc argued that unilateral carbon tariffs impose unfair trade barriers on developing economies under the guise of climate protection. The ministers emphasized that rich nations must fulfill their historical commitments by providing adequate climate finance and technology transfers rather than placing penalizing duties on exports from the Global South.
The EU's CBAM aims to levy a carbon tax on energy-intensive imports such as steel, cement, aluminum, and fertilizers entering the European market. Developing nations contend that this mechanism violates the core principles of the United Nations Framework Convention on Climate Change (UNFCCC), particularly the principle of Common But Differentiated Responsibilities and Respective Capabilities (CBDR-RC).
The BRICS group, which represents nearly half of the global population and significant trade volumes, highlighted that international climate action must remain multilateral and cooperative. Economic projections indicate that tariffs under CBAM could affect billions of dollars worth of Indian and Chinese industrial exports to European markets annually unless green production thresholds are met.
This update holds high relevance for UPSC GS Paper 2 (International Relations) and GS Paper 3 (Environment & Climate Change). Exam questions may test the conflict between global trade rules under WTO and international environmental agreements under UNFCCC, alongside the specific implications of carbon leakage and green protectionism for developing economies.
