Supreme Court orders power and water cuts for Bulk Waste Generators failing to comply with waste management rules.
The Supreme Court issued a stern warning that entities classified as Bulk Waste Generators (BWGs) will face disconnection of essential electricity and water supplies if they fail to strictly comply with statutory solid waste management rules. The court instructed municipal authorities to enforce online compliance reporting and perform rigorous on-site inspections across urban jurisdictions.
Solid Waste Management (SWM) Rules, 2016 were notified under the Environment (Protection) Act, 1986. Under these rules, BWGs—including commercial establishments, gated residential complexes, hotels, and educational institutions generating over 100 kg of waste daily—are legally required to segregate waste at source and process organic waste on-site through composting or bio-methanation.
The apex court noted that urban local bodies across major metropolitan cities have struggled with overflowing landfills and unsegregated municipal solid waste. The court instructed state pollution control boards and civic bodies to set strict deadlines for facility installation and mandate digital verification, cautioning that default would invite immediate operational suspension of non-compliant premises.
