Ladakh representatives present key demands, including 6th Schedule status and statehood, in MHA dialogue meeting.
Representatives from Ladakh civil society groups, including political activist Sonam Wangchuk, held a high-level dialogue with officials from the Ministry of Home Affairs (MHA) in New Delhi. The delegation submitted a list of "non-negotiable" points outlining key constitutional safeguards, demanding full statehood for Ladakh and inclusion in the Sixth Schedule of the Indian Constitution.
Following the bifurcation of Jammu and Kashmir in August 2019 under Article 370 repeal, Ladakh was carved out as a separate Union Territory without a legislature. Civil society bodies, led by the Apex Body Leh and Kargil Democratic Alliance, have been protesting for territorial protection, land rights, employment safeguards, and democratic representation for the tribal-majority high-altitude region.
Article 244 of the Indian Constitution governs the administration of Scheduled Areas and Tribal Areas. The Sixth Schedule provides for Autonomous District Councils (ADCs) with legislative, judicial, and executive powers in tribal areas of Assam, Meghalaya, Tripura, and Mizoram. Over 90% of Ladakh's population belongs to Scheduled Tribes, forming the primary constitutional basis for their Sixth Schedule demand.
