Delhi Development Authority introduces Transferable Development Rights in MPD-2047 to allow trading of unused Floor Area Ratio.
The Delhi Development Authority (DDA) approved the inclusion of Transferable Development Rights (TDR) as a key urban planning tool in the Master Plan for Delhi (MPD)-2047. The provision allows property owners who cannot fully utilize their permissible Floor Area Ratio (FAR) due to heritage, environmental, or public acquisition constraints to sell their unutilized construction rights to developers elsewhere.
Master Plan for Delhi (MPD)-2047 is the strategic framework guiding the urban development, spatial expansion, and infrastructure growth of the national capital region over the next two decades. TDR mechanisms are widely used in global cities and Indian metros like Mumbai to facilitate urban redevelopment, preserve historic heritage buildings, and acquire land for public infrastructure without cash compensation.
Under the new TDR framework, certificates will be issued to land owners surrendering property for roads, green belts, or heritage conservation. These TDR certificates can be traded in a regulated market, allowing buyers to build additional floors beyond standard FAR limits in designated receiving zones, thereby promoting high-density transit-oriented development across urban corridors.
