The Parliamentary Standing Committee on Health and Family Welfare submitted a report recommending that revenues generated from foreign medical tourists and affluent patients in private hospitals be leveraged to subsidize medical treatment for economically disadvantaged Indian citizens.
India has emerged as a premier global hub for medical tourism—supported by initiatives like 'Heal in India'—due to low treatment costs and high-quality care. However, the standing panel noted that private tertiary hospitals often receive subsidized land and tax exemptions without fulfilling their public service mandates for domestic patients.
The committee suggested establishing a pooled cross-subsidization fund or mandatory allocation of low-cost beds linked with Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). This framework aims to bridge the equity gap in Indian healthcare infrastructure where out-of-pocket expenditure remains high.
