The Ministry of Statistics and Programme Implementation is expanding the scope of the Periodic Labour Force Survey 2026 to systematically collect operational data on digital and platform workers. This initiative represents India's first official statistical exercise aimed at mapping the rapidly expanding gig economy and integrating platform workers into national labor frameworks.
Launched in April 2017 by the National Sample Survey Office, the PLFS generates annual and quarterly estimates of key employment indicators across urban and rural sectors. Previously, traditional survey methodologies failed to account for non-standard, app-based flexible employment, forcing policymakers to rely on unverified private estimates rather than official government statistical datasets.
NITI Aayog previously estimated India's gig workforce at 77 lakh in 2020-21, projecting growth to 2.35 crore by 2029-30. The revised PLFS will capture critical metrics, including monthly earnings, average working hours, contract terms, and worker access to social security measures codified under the Code on Social Security, 2020, providing comprehensive baseline data.
