The CJI's statement followed formal representations made by a sitting Supreme Court judge requesting the administrative transfer of the acting Chief Justice of the Rajasthan High Court over internal judicial management disputes.

Institutional accountability within the Indian higher judiciary is governed primarily by the "In-House Procedure" adopted by the Supreme Court in 1999. Designed to preserve judicial independence from executive overreach, this internal protocol empowers the CJI to form fact-finding committees to discreetly examine allegations against High Court and Supreme Court judges without undermining public faith in the judiciary.

The CJI emphasized that the Supreme Court Collegium, comprising the Chief Justice and senior-most judges, reviews all material evidence, institutional reports, and responses from concerned judges before taking administrative action.
