In Brief
Grants legislative, executive, and financial autonomy to six eastern districts under a new administrative structure.
The Nagaland Legislative Assembly unanimously passed the Frontier Nagaland Territorial Authority (FNTA) Bill. The legislation establishes an autonomous territorial body designed to grant legislative, executive, and administrative governance powers over six eastern districts of the state, addressing long-standing developmental imbalances.
The creation of the FNTA stems from sustained demands led by the Eastern Nagaland People's Organisation (ENPO) highlighting socio-economic neglect, inadequate infrastructure, and underrepresentation in public administration. Nagaland operates under special constitutional safeguards guaranteed by Article 371A of the Indian Constitution, which protects traditional laws and land rights.
Under the provisions of the new Bill, the FNTA will exercise authority over six eastern districts: Tuensang, Mon, Longleng, Kiphire, Noklak, and Shamator. The autonomous body will be granted dedicated budgetary allocations, administrative control over local executive departments, and specific legislative powers regarding local customary affairs and developmental projects.
This constitutional development is highly significant for UPSC and State PSC exams under Indian Polity (GS-2). Aspirants should focus on Article 371A provisions, Sixth Schedule mechanisms, autonomous district councils, and administrative devolution mechanisms resolving regional governance disparities.
