Bihar Reaffirms Exclusion of Parental Salary & Farming Income from OBC Creamy Layer

The Government of Bihar issued a clarification reiterating that income derived from parental salaries and agricultural holdings must not be included when calculating the annual income threshold for the Other Backward Classes (OBC) 'Creamy Layer' status. The state administrative clarification addresses ambiguities in income assessment rules used by revenue authorities issuing Non-Creamy Layer (NCL) certificates.
