In Brief
Appoints Dinesh Sharma as Lieutenant Governor of Andaman & Nicobar Islands, succeeding Admiral D.K. Joshi.
The President of India appointed former Uttar Pradesh Deputy Chief Minister and sitting Member of Parliament Dinesh Sharma as the new Lieutenant Governor of the Andaman and Nicobar Islands. Sharma succeeds retired Admiral D.K. Joshi, who held the gubernatorial office in Port Blair since October 2017. The appointment takes immediate effect upon the assumption of charge at the UT headquarters.
Union Territories (UTs) are governed under Article 239 of the Indian Constitution, which provides that every UT shall be administered by the President acting, to such extent as he thinks fit, through an Administrator or Lieutenant Governor appointed by him. Unlike Governors of state governments, Lieutenant Governors in UTs without assemblies act directly as agents of the Central Government through the Ministry of Home Affairs.
Key constitutional nuances distinguish LGs of UTs without legislative assemblies (like Andaman & Nicobar, Ladakh) from those with assemblies (like Delhi, Puducherry, Jammu & Kashmir). The Andaman and Nicobar Islands, comprising 836 islands across 8,249 sq km, hold immense strategic significance near the Malacca Strait. Major central initiatives under execution include the ₹72,000 crore Great Nicobar Island International Transshipment Project at Galathea Bay.
Aspirants should note this under Constitutional Posts and Strategic Geography. Prelims MCQs frequently test constitutional provisions under Part VIII (Articles 239-241), executive powers of UT administrators, and ecological features of the Bay of Bengal islands (Ten Degree Channel, Great Nicobar Biosphere Reserve). Mains questions focus on administrative governance models in island territories and strategic defense positioning in the IOR.
