The Ministry of Home Affairs held high-level consultative meetings with representatives from Ladakh to decide the official nomenclature, administrative structure, and constitutional safeguards for the Union Territory. Ladakh was reconstituted as a Union Territory without a legislature under the Jammu and Kashmir Reorganisation Act 2019. Local groups, led by the Leh Apex Body and Kargil Democratic Alliance, have consistently demanded Sixth Schedule inclusion, statehood, separate parliamentary representation, and dedicated public service commissions.
The consultation centers on Article 244 of the Indian Constitution, which governs the administration of Scheduled Areas and Tribal Areas. Key institutional bodies involved include the Ladakh Autonomous Hill Development Councils (LAHDC) of Leh and Kargil, which currently exercise limited decentralized administrative authority.
