The Union Ministry of Finance notified key operational modifications under the Payment and Settlement Systems Act, 2007, strictly prohibiting commercial banks and financial intermediaries from levying any transaction fees or service charges on digital payments up to ₹2,000 processed via Unified Payments Interface (UPI) and RuPay-powered debit cards across India. The government directive guarantees that low-value digital transactions remain completely fee-free for retail consumers and small business merchants nationwide.
First introduced during the Union Budget 2019-20, the Zero Merchant Discount Rate (MDR) mandate was designed to accelerate cashless payment adoption and bring informal micro-enterprises into the formal financial ecosystem. Merchant Discount Rate is the percentage charge paid by merchants to acquiring banks for processing electronic transactions. Although financial institutions continuously petitioned regulators to reintroduce nominal fees to offset network maintenance costs and server infrastructure expenses, the government maintained its welfare-oriented regulatory framework.
Statutory backing for this directive originates from Section 18 of the Payment and Settlement Systems Act, 2007, which authorizes the Reserve Bank of India to issue binding operational guidelines to payment system operators. The National Payments Corporation of India, established in 2008 as an umbrella organization under RBI guidance and Indian Banks' Association, directly manages UPI and RuPay architecture. According to national payment statistics, micro-transactions valued below ₹500 constitute over 75 percent of overall daily UPI volume.
