Revise Hybrid Annuity Model concession agreements to incentivize intelligent technology and green construction in highways.
The Ministry of Road Transport and Highways (MoRTH) announced major revisions to the Model Concession Agreement (MCA) under the Hybrid Annuity Model (HAM) for national highway construction. The policy push mandates the adoption of intelligent transport systems, green construction technologies, recycled materials, and energy-efficient practices across upcoming highway concessions, updating structural guidelines established six years prior in November 2020.
The Hybrid Annuity Model was introduced by the Indian government in 2016 to revive private investment in the road sector by sharing financial risks between public and private entities. Under HAM, the government commits to funding 40 percent of the total project cost in equity installments during the construction phase, while the private developer finances the remaining 60 percent through debt and equity, recovering investments via annuity payments.
Revisions to the concession framework include strict performance parameters for eco-friendly construction, incorporating plastic waste, fly ash, and reclaimed asphalt pavement into road beds. Additionally, project concessionaires are required to integrate digital monitoring tools like Building Information Modeling (BIM) and automated tolling technology. The framework aims to reduce carbon emissions and lifecycle maintenance expenses across India's expanding 1.45 lakh kilometer national highway network.
This policy update aligns road infrastructure development with India's broader climate commitments and Net Zero targets by 2070. For candidates preparing for UPSC, SSC, and Banking exams, this story is vital for Indian Economy and Infrastructure topics. Students should master PPP models (BOT, EPC, HAM) for Prelims MCQs and analyze sustainable infrastructure financing models for Mains questions.
