The Ministry of Defence has formally notified a new Positive Indigenisation List covering critical military equipment, including components for helicopters, warships, and advanced weapon systems. Under this policy framework, once these items are successfully developed by domestic industry partners, they will be procured exclusively from Indian defence manufacturers. The initiative aims to significantly reduce reliance on foreign military imports while enhancing self-reliance in strategic defence capabilities across naval and aerial platforms. This move aligns with the larger Atmanirbhar Bharat initiative in defence production, which began with the issuance of initial positive indigenisation lists in recent years. Historically, India has been among the world's largest importers of conventional arms, spending substantial capital on foreign equipment. To reverse this, the government established defense industrial corridors and raised FDI limits in the defence sector to build a robust domestic industrial base. Key figures from the ministry highlight that hundreds of military systems have already been transitioned to local production schedules. The current list specifically targets high-value technical components, propulsion systems, and combat sensors. The procurement timelines are strictly bound by the Defence Acquisition Procedure (DAP) guidelines to ensure timely operational readiness without compromising quality standards. For competitive examinations, this development is crucial for UPSC Mains General Studies Paper 3 under Indigenisation of Technology and Defence Sector Reforms. Candidates should understand the difference between positive indigenisation lists and public procurement preferences. Prelims questions may focus on DAP provisions, domestic procurement quotas, and defense manufacturing hubs.
