Congress demands rollback of new Foreign Contribution Regulation Act rules imposing stricter controls on NGOs and minority-run bodies.
The Congress party has formally called upon PM Narendra Modi to retract the newly implemented Foreign Contribution (Regulation) Act (FCRA) rules, characterizing them as 'draconian.' The revised regulations impose significantly stricter controls on NGOs, civil society organizations, and minority-run bodies regarding their receipt and utilization of foreign funds. The FCRA, originally enacted in 1976 and substantially amended in 2010, requires organizations receiving foreign contributions to register and comply with reporting requirements. The new rules tighten compliance procedures, increase scrutiny over fund utilization, and expand the definition of 'foreign contribution.' The Congress contends these measures disproportionately target minority communities and civil society organizations engaged in legitimate developmental and advocacy work. This reflects broader debates about balancing national security (preventing foreign-funded destabilization) with civic freedoms and constitutional rights to association. For UPSC candidates, this engages questions on: constitutional right to association (Article 19), regulatory frameworks for NGOs, the balance between security and liberties, foreign policy implications of NGO funding, and civil society's role in democracy. The FCRA has been a recurring exam topic, particularly regarding constitutional validity and implementation challenges. Previous years' questions covered NGO regulations and their compliance burden.
