In Brief
Bilateral Social Security Agreement finalizing soon; will allow seamless pension and welfare benefit portability for Indian and Sri Lankan workers across borders.
As part of Foreign Secretary Vikram Misri's strategic engagement with Sri Lanka, India and Sri Lanka agreed to finalize a Social Security Agreement—a landmark instrument facilitating pension and welfare benefit portability between the two nations. This agreement, part of broader bilateral economic integration, addresses the practical needs of over 1 million Indian workers in Sri Lanka and significant Sri Lankan workers in India, enabling them to access accumulated social security benefits without forfeiting claims across borders. Such agreements are foundational for labor mobility and worker protection in regional economic partnerships.
The Social Security Agreement functions as a safety net for migrant workers, allowing them to consolidate pension contributions and maintain benefit eligibility even when working across borders. For Indian workers in Sri Lanka's plantation sector, construction industry, and services, this means secured old-age pensions; for Sri Lankan workers in India's hospitality and healthcare sectors, it ensures continuity of welfare benefits. The agreement typically includes provisions for: (1) equitable treatment of workers regardless of nationality; (2) aggregation of contribution periods across both countries; (3) export of benefits; (4) coordination between social security systems; (5) dispute resolution mechanisms. This aligns with ILO conventions on migrant worker protection and SAARC commitment to labor mobility.
Key context: Similar agreements exist between India and other nations (Germany, USA, France, Canada, Japan). Sri Lanka's economic vulnerability (post-2022 crisis) has heightened dependence on remittances—approximately 7-8% of GDP comes from overseas remittances. Indian workers in Sri Lanka contribute significantly to both nations' economies. This agreement signals India's commitment to structured bilateral economic engagement beyond infrastructure loans or credit lines. The agreement also facilitates labor market transparency and reduces informal employment vulnerabilities.
For UPSC: Relevant for International Relations, labor policy, and India's development cooperation strategy. Expected questions on: What are bilateral social security agreements? How do they facilitate labor mobility? India's role in regional labor standards? This tests understanding of soft power, economic interdependence, and migrant worker protection—increasingly important exam topics as India positions itself as development partner.
