In Brief
Three Jharkhand Public Service Commission members resign following police investigation into exam fraud allegations; governor approves resignations amidst broader JPSC-JSSC recruitment crisis.
All three members of the Jharkhand Public Service Commission (JPSC)—Ajita Bhattacharya, Anima Hansda, and Jamal Ahmed—have submitted their resignations following Criminal Investigation Department (CID) summons related to alleged exam irregularities and paper leaks. Jharkhand Governor Santosh Gangwar has accepted all three resignations, creating a complete institutional vacuum at the state's premier recruitment body. This development marks an escalation in the recruitment crisis that sparked massive student protests.
The JPSC administers examinations for JPSC (State Civil Services) and JSSC (State Subordinate Services) examinations, which determine recruitment to state bureaucracy, judiciary, and various administrative posts. Alleged irregularities include: (1) Question paper leaks, (2) Manipulation of answer keys, (3) Favoritism in marking, and (4) Collusion with coaching centers. These allegations emerged when students organized massive protests alleging systematic exam fraud affecting thousands of candidates' career prospects.
The resignation of all three members simultaneously is unprecedented and indicates the severity of allegations. The commission cannot function without members (minimum of 3 required). The Jharkhand government has now initiated recruitment of new JPSC members while the CID continues investigation. Student protesters demanded: (1) Cancellation of fraudulent examinations, (2) CBI investigation (instead of CID), (3) Arrest of guilty officials, and (4) Fast-track courts for speedy justice. The government conceded to most demands except CBI involvement, promising fast-track courts and 90-day chargesheet filing.
For UPSC: Crucial for Administrative Law and Public Service Commission autonomy. Expected Mains essays on "Institutional accountability in public service recruitment" or "Role of PSCs in maintaining merit-based selection." Prelims questions on PSC structure, constitutional framework (Article 315-327), or remedies for exam irregularities. Important for understanding federalism—division of powers between state PSCs and Union PSC.
