Advanced social inclusion after the Union Government informed SC of agreeing to rail travel concessions for acid attack survivors.
The Union Government informed the Supreme Court that it has agreed in principle to extend railway travel concessions to acid attack survivors across the country. The submission was made during the hearing of a Public Interest Litigation (PIL) seeking enhanced social security, healthcare accessibility, and financial concessions for victims of chemical and acid attacks under existing welfare frameworks.
Acid attack survivors face severe physical trauma, disfigurement, long-term disability, and social stigma requiring ongoing surgical interventions and mental health support. While the Rights of Persons with Disabilities Act (RPwD Act), 2016 recognizes acid attack victims as a specific category of benchmark disability, administrative implementation of full welfare benefits across Indian Railways had remained pending.
Under Section 2(s) of the RPwD Act 2016, "person with disability" includes acid attack victims suffering from tissue damage caused by violent exposure to acid. Section 35 of the Indian Penal Code (now under Bharatiya Nyaya Sanhita, BNS) alongside landmark cases like Laxmi v. Union of India (2014) established strict legal limits on acid sales and mandated minimum compensation frameworks.
Extending transport concessions ensures greater mobility and economical access to specialized healthcare institutions for survivors.
