NHRC issues notices to states and FSSAI over widespread sale of non-dairy analogue paneer violating consumer health under Article 21.
The National Human Rights Commission (NHRC) issued formal notices to the Food Safety and Standards Authority of India (FSSAI) and all state governments regarding the widespread sale of synthetic 'analogue paneer'. The human rights body expressed deep concern over unlabelled non-dairy substitutes posing severe long-term health risks to unsuspecting consumers nationwide.
Analogue paneer is manufactured by substituting milk fat and dairy proteins with cheap vegetable oils, hydrogenated fats, starches, and industrial chemical emulsifiers. While synthetic substitutes are legally permissible under strict labeling regulations as non-dairy formulations, commercial vendors frequently market them illegally as natural dairy paneer to maximize profit margins, violating food safety laws.
The NHRC highlighted that deceptive food adulteration directly violates the Right to Health guaranteed under Article 21 of the Indian Constitution. The Commission directed state food safety commissioners to conduct emergency market inspections, enforce mandatory front-of-pack labeling standards, and submit comprehensive action-taken reports detailing raids and punitive actions under the Food Safety and Standards Act, 2006.
This intervention highlights critical regulatory gaps in India's agricultural supply chains, public health governance, and consumer rights enforcement frameworks.
