The Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund) was registered as a public charitable trust under the Registration Act, 1908, in March 2020. Ex-officio trustees include the Prime Minister, Defence Minister, Home Minister, and Finance Minister. Unlike the Prime Minister's National Relief Fund (PMNRF), it relies entirely on voluntary contributions from individuals and corporates.
Legal and governance discussions surrounding the fund center on its audit mechanisms, applicability under the Right to Information (RTI) Act, and classification relative to Article 266(2) of the Constitution regarding the Public Account of India.
