The Union Government initiated a comprehensive review of governance frameworks and conflict-of-interest safeguards governing the evaluation and disbursement of public funds under its national deep-tech initiative. The review follows instances where panel members evaluating technology start-ups held prior personal or institutional stakes in applicant companies, raising propriety concerns despite following existing recusal guidelines.
Deep technology sectors—including quantum computing, artificial intelligence, semiconductor design, biotechnology, and space tech—require specialized technical domain knowledge held by a small pool of expert evaluators. This technical overlap frequently leads to potential conflicts of interest when experts are called upon to assess commercial ventures founded by academic peers or business associates.
To establish institutional transparency, the government is introducing enhanced disclosure norms, mandatory third-party peer reviews, automated conflict-screening algorithms, and strict blind evaluation procedures. Funding criteria will also mandate clear distinction between basic research grants, commercial prototyping, and equity-based seed investments managed by public venture bodies.
