Civic groups and environmentalists issued a citizen charter demanding the creation of an independent expert committee to protect the Pallikaranai marshland in Chennai. The initiative comes amid rising concerns over unchecked urban encroachment, official neglect, and structural flood threats during monsoon seasons in coastal Tamil Nadu.
Pallikaranai is one of the last remaining natural wetland ecosystems in South India and was designated as a Ramsar Site under the International Convention on Wetlands in July 2022. Wetlands act as natural urban sponge infrastructure, regulating hydrological cycles, absorbing peak rainfall, and recharging groundwater aquifers in coastal urban zones.
The charter highlighted findings from the Thiruppugazh Committee report, submitted in May 2023 after evaluating 1,189 square kilometers of terrain and 30 years of historical flood data. The report emphasized that uncontrolled real estate development on natural drainage pathways drastically reduced Pallikaranai's water retention capacity.
