Union Home Minister Amit Shah launched the FCRA 2.0 (Foreign Contribution Regulation Act) digital portal and e-OCI (Overseas Citizenship of India) card integration, representing modernization of India's foreign contribution and diaspora management systems. The enhanced portal enables real-time monitoring of foreign funds flowing into NGOs, charitable organizations, and political entities.
FCRA 2.0 Features: (1) Real-time digital reporting by recipient organizations; (2) Automated compliance verification; (3) Enhanced transparency mechanisms; (4) Faster FCRA account opening for legitimate NGOs; (5) Integration with banking and international transaction systems; (6) Penalty automation for non-compliance.
Background: FCRA was enacted in 1976 (amended 2010, 2020) to regulate foreign contributions to maintain India's sovereignty and prevent misuse of foreign funds for anti-national activities. Previous system relied on manual file processing, creating delays and compliance gaps. Shah noted the pre-2014 system was "entangled in files and procedures with poor oversight."
2020 FCRA amendments: Reduced FCRA account eligibility criteria from 5 to 10 lakh rupees minimum income; enhanced government monitoring; increased penalties for violations. Controversial for restricting civil society but justified as security measure.
Scope: Portal will monitor (1) NGO funding sources; (2) Religious organization foreign donations; (3) Political party foreign contributions; (4) Educational institution foreign partnerships; (5) Healthcare and research foreign funding.
