Relaxes compliance timelines for Angel Funds under the Accredited Investor framework to facilitate smooth venture capital flow.
The Securities and Exchange Board of India (SEBI) issued a regulatory notification granting relaxation in compliance timelines for Angel Funds regarding the Accredited Investor mandate. This regulatory easing provides additional time for private capital funds to complete investor accreditation verifications, facilitating smoother capital mobilization and venture investment flows into early-stage Indian startups.
Angel Funds operate as a sub-category under Category I Alternative Investment Funds (AIFs) regulated under the SEBI (Alternative Investment Funds) Regulations, 2012. These funds pool capital from high-net-worth individuals and corporate entities to invest in high-risk, early-stage ventures. To protect investors, SEBI established the 'Accredited Investor' framework, ensuring that only financially sophisticated entities with proven risk-absorption capacity participate in complex private equity structures.
Under the revised SEBI guidelines, the extended timelines ease procedural requirements for obtaining and validating Accreditation Certificates issued by designated Accreditation Agencies, such as BSE subsidiaries. This administrative relief prevents operational delays, ensures ongoing investment deals proceed smoothly, and encourages broader participation from domestic and international angel investors across India's venture capital ecosystem.
This procedural relief supports broader government initiatives to nurture a vibrant startup ecosystem and improve capital availability for emerging businesses. For exam preparation, Prelims questions test AIF classifications (Category I, II, III), SEBI regulatory powers, and Accredited Investor criteria. Mains questions (GS Paper 3: Economy) evaluate startup financing mechanisms, private equity regulation, and capital market reforms.
