NPCI Bharat BillPay proposed the creation of a centralized digital infrastructure aimed at streamlining invoice management, payment reconciliation, and supply chain financing for Micro, Small, and Medium Enterprises (MSMEs). The platform seeks to mitigate delayed payments, which represent a major structural challenge for India's MSME sector.
MSMEs contribute nearly 30% to India's GDP and account for over 40% of overall national exports. However, formal working capital access is frequently restricted due to paper-based invoicing, lack of transparent transaction histories, and slow bill settlement procedures.
The proposed framework will build upon existing digital public infrastructure (DPI) ecosystems like TReDS (Trade Receivables Discounting System) and Account Aggregator networks, enabling financial institutions to offer flow-based lending to small enterprises based on verified electronic invoices.
