In Brief
Passed legislation modernizing NCDC operations to strengthen financial and structural support for cooperatives.
Parliament has passed the National Cooperative Development Corporation (Amendment) Bill, with the Rajya Sabha granting approval following its prior passage in the Lok Sabha. Introduced on behalf of the Union Ministry of Cooperation, the legislation updates the operational architecture of the statutory body to expand its financial and developmental footprint.
The National Cooperative Development Corporation (NCDC) is a statutory corporation established in 1963 under an Act of Parliament, functioning under the Ministry of Cooperation. Its primary mandate involves planning, promoting, and financing programs for the production, processing, marketing, storage, export, and import of agricultural produce and notified commodities through cooperative societies.
The newly passed amendments allow NCDC to access modern financial instruments, streamline credit dispersal mechanisms to primary agricultural credit societies (PACS), and enhance corporate governance norms. These changes aim to support rural infrastructure, strengthen the cooperative movement, and integrate small agricultural producers into formal value chains.
Understanding rural credit mechanisms and statutory bodies is critical for economic governance preparation. Aspirants should review NCDC's organizational structure, constitutional provisions under Part IXB (Articles 243ZH to 243ZT), and government initiatives promoting cooperative federalism.
