The Bihar State Cabinet approved significant amendments to the Bihar Social Media and Other Online Media Rules, 2026. Under the modified policy, the state government will provide financial compensation—including payments of Rs 10,000 per 100,000 views—to registered social media content creators who produce verified informative content highlighting state government schemes and developmental initiatives.
The policy initiative aims to leverage the vast reach of digital influencers and local content creators to overcome traditional communication barriers in rural and semi-urban regions. By monetizing scheme awareness, the state government seeks to enhance public participation, ensure direct benefit transfer (DBT) awareness, and counter fake news regarding administrative welfare programmes.
Under the guidelines, creators must register with the state information and public relations department (IPRD) and adhere to strict content verification protocols. Creators generating engagement across YouTube, Instagram, Facebook, and X will be categorized into payout slabs based on audited reach and engagement metrics, provided their content avoids political partisanship or misleading claims.
