Outlines seven strategic pillars for national development and pushes for implementing constitutional women's reservation.
During his address on India's 80th Independence Day, Prime Minister Narendra Modi unveiled the 'Saptadhara' blueprint, outlining seven foundational pillars aimed at transforming India into a fully developed nation, or 'Viksit Bharat', by 2047. The address emphasized youth empowerment, technological advancement, artificial intelligence integration, economic self-reliance, national security, sustainable development, and social justice. Additionally, the Prime Minister made a strong pitch to opposition parties to build consensus on implementing the constitutional amendment for one-third reservation for women in legislative bodies.
The conceptual framework builds upon prior developmental roadmaps including the Panch Pran outlined during previous Independence Day speeches. The 106th Constitutional Amendment Act, 2023, officially titled Nari Shakti Vandan Adhiniyam, seeks to reserve 33 per cent of seats in the Lok Sabha and state legislative assemblies for women. However, its implementation is constitutionally linked to the completion of the upcoming demographic census and subsequent delimitation exercise, leading to calls across the political spectrum for expedited execution before future general elections.
Key focus areas highlighted in the Saptadhara strategy include scaling up domestic AI infrastructure, expanding deep-tech startups, accelerating green energy transition goals, and upgrading manufacturing capacities. The government highlighted that youth-centric initiatives will be anchored around emerging technologies and entrepreneurship hubs. Meanwhile, the legal timeline for delimitation hinges on Article 82 of the Constitution, which specifies seat reallocation following the first census conducted after the year 2026.
For competitive exams, this announcement links directly to Mains General Studies Paper II regarding Constitutional Amendments and Delimitation, and Paper III on Growth, Development, and Technology Policy. Aspirants should expect questions on the constitutional prerequisites for women's reservation and the strategic imperatives of Viksit Bharat 2047.
