Intensify strategic investment campaign in Japan to lure tech manufacturing hubs beyond 'China Plus One'.
Union Commerce and Industry Minister Piyush Goyal, during a high-level trade delegation visit to Osaka, announced a comprehensive strategy to attract Japanese industrial and financial investments into India. The government is actively courting small and mid-sized Japanese regional banks and high-tech firms to establish manufacturing hubs independently of the broader 'China Plus One' global strategy.
India and Japan share a robust Special Strategic and Global Partnership anchored by deep economic cooperation. Japan has historically been one of India's largest sources of Foreign Direct Investment (FDI), contributing over $40 billion in cumulative inflows since 2000. Key landmark projects financed through Japanese Official Development Assistance (ODA) include the Delhi Metro, Western Dedicated Freight Corridor, and the Mumbai-Ahmedabad High-Speed Rail.
The new outreach program focuses on high-tech sectors including semiconductor manufacturing, electric vehicle components, precision machinery, and green hydrogen technology. India aims to streamline regulatory approvals, establish dedicated Japanese Industrial Townships (JITs), and expand local supply chains to position the Indian economy as a primary standalone manufacturing base rather than merely a secondary alternative to China.
This initiative maps directly to GS Paper 2 (Bilateral Relations) and GS Paper 3 (Effects of Liberalization on the Economy). Aspirants should revise bilateral economic agreements such as the Comprehensive Economic Partnership Agreement (CEPA), target FDI figures, and the role of National Industrial Corridor Development Corporations in foreign investment absorption.
